Trends in Child Survival in Sierra Leone, 1961-2008∗

This paper offers a theoretical model of how child survival is influenced by pre-war, civil war, and post-conflict contexts. Hypotheses are then proposed and tested using retrospective data for Sierra Leone. Even under conditions of economic and state collapse during Sierra Leone’s pre-war era, under-five mortality rates (U5MR) improved. This appears to be due to vertical and parallel aid interventions, such as immunization campaigns and NGO service provision. During the war, mortality rates do not appear to have dramatically worsened in relation to pre-war rates. It is hypothesized that this is due to interventions by NGOs, the continuation of vertical health programming, particularly immunization campaigns, and increased assistance by the international community. In the post-war period, Sierra Leone has shown dramatic improvements. The improvement has been due to increased immunization coverage, overall economic recovery, reductions in the incidences of common diseases, and vertical and parallel health interventions. The results and investigation are preliminary. Additional research is needed to more fully explore the impacts of humanitarian and development policies on child survival in conflict and post-conflict countries.
